I think there is need to mirror the best aspects of the English & Scottish Legislation. We have two issues recently in Tonypandy, one is resolved with RhCTCBC removing the Mid-Rhondda Field from an opportunity for disposal and preparing it for leisure use;  the Council's Officers had created a wholly unrealistic list of requirements for anyone to just make an expression of interest, it would have cost over £100K just to do so. It is clear there needs to be a sensible national policy to enable community engagement/take over. The possible loss of the Powerhouse in Llwynypia to private use is of deep concern to the people of Mid-Rhondda.
